The TEGL formalizes policy guidance on both the WIOA primary indicators of performance and the “real-time” employment and training outcome measures unique to H-1B grants.    We ask that you review the TEGL and Attachment 1: H-1B Grants and share with your staff and grant partners as appropriate.

On March 25, 2019, the Employment and Training Administration released Training and Employment Guidance Letter (TEGL) 14-18 Aligning Performance Accountability Reporting, Definitions, and Policies Across Workforce Employment and Training Programs Administered by the U.S. Department of Labor (DOL).  This guidance is applicable to H-1B funded grants with a start date after July 1, 2016 including the America’s Promise, TechHire, and Strengthening Working Families Initiative (SWFI) grants, and all future H-1B grants.

The TEGL formalizes policy guidance on both the WIOA primary indicators of performance and the “real-time” employment and training outcome measures unique to H-1B grants.  We ask that you review the TEGL and Attachment 1: H-1B Grants and share with your staff and grant partners as appropriate.

IMPORTANT: This guidance is consistent with all previously provided  H-1B grant performance reporting technical assistance, and does not establish new performance policy for H-1B grants.  If you have any questions or concerns regarding this guidance or H-1B performance reporting, please reach out to us at [AmericasPromise@dol.gov /  TechHire@dol.gov  / SWFI@dol.gov ].
