H-1B Grants Leveraged Costs Training and Other Grants Management Resources
We recognize that programmatic technical assistance is only part the story when it comes to grants management; equally as important is the fiscal management of your grant. Specifically, several grantees requested fiscal training related to reporting leveraged resources. We’ve included a training link on reporting leveraged resources as part of your fiscal reporting requirements, as well as links to a variety of other grants management trainings below.
Fiscal Technical Assistance Training on Reporting Leveraged Resources
As a reminder, H-1B grantees were scored on their ability to secure leveraged resources in an amount equal to at least 25 percent (25%) of the total requested funds to support higher service and training costs and accomplish the project’s overall goals and milestones. Therefore, H-1B grantees should be reporting on leveraged funds supporting their project as part of quarterly financial reporting requirements. Understanding “leveraged” resources and how to report these is key to accurate fiscal reporting for your TechHire program.
Appropriate program staff within your organization should watch the Match-and-Leveraged-Resources pre-recorded training module. As you are aware, there is no “match” requirement for H-1B grants and H-1B grantees should not be reporting any matching funds on the ETA-9130 report form; only the leveraged resources portion of this training applies to your H-1B grant program.

Additional Fiscal Technical Assistance Resources
The Department of Labor’s (DOL) Office of Grant Management has developed a Grants Application and Management collection of resources on Workforce GPS. The site provides the tools, training, and resources to ensure the effective management of your DOL grants, and includes overviews of Uniform Administrative Guidance, subrecipient management, and cost allocation.
